Tusk: migration agreement is far from successful

'It is far too early to speak of success.

For migrants arriving by sea, shelters are being built in the south of Europe. That goes on a voluntary basis, Tusk confirmed. This also applies to the next step: the inclusion by Member States of migrants who have been determined to remain in Europe.

The idea of ​​reception centers outside the EU is still being worked out. German Chancellor Angela Merkel said that this is only possible if (African) countries agree and the UN is involved.

Tusk stressed that the summit sent a clear message to ships, including rescue organizations, to comply with the law and not to bother the Libyan Coast Guard.
