'So-called referendum'

Verhofstadt complained that the Catalan government had passed a "so-called referendum" in the knowledge that "only one minority would participate because 60 percent of the Catalans are against divorce". On the other hand, according to him, the federal government has used "non-proportionate violence" while it is well-used in the European Union to "find solutions through political dialogue and respect for constitutional law".
