new york - The UN Security Council has not been able to reach an agreement to find out whether chemical weapons have been reused in Syria and which team of specialists to investigate. The US with Western allies and Russia did not come together.

Russia vetoed the American proposal to investigate who is responsible for the offensive air strikes in Syria. Twelve members of the council, including the Dutch delegate, agreed with the resolution. 'This resolution is the least that the council can do in response to the attack,' said the American representative Nikki Haley, referring to the use of deadly poison gas in the Syrian city of Douma. The US and other Western powers are considering a military retaliation.
