harrisburg - The Supreme Court of the American state of Pennsylvania has itself set up new constituencies for the Congressional elections. The court ruled last month that the old composition of the districts unfairly favored the Republicans. The Democrats and Republicans then failed to reach an agreement on an alternative.

The court called on independent experts to help shape the new constituencies. The Democratic governor Tom Wolf had previously refused to give his approval to a proposal by Republicans in his state. Wolf found the electoral card that the Republicans brought with him to be detrimental to his own party.

The rumble with constituencies is known in the United States as 'gerrymandering'. This means that parliaments of some states themselves periodically adjust the constituencies. Some parties abuse that for political gain.
