'Bishop does not have to report abuse '

- The Catholic Church tells new bishops to report that it is not necessarily their task accusations of child abuse. Only the victims and their families should take the decision to return to the police.

The British newspaper The Guardian reported on Wednesday that he possesses a document to that effect. That document was recently issued to the church leaders by the Vatican. It is not necessary to the local authorities, the police or to the Public Prosecution, so the message is to the bishops. Their only job is to handle allegations internally.

A special committee comes commissioned by Pope Francis played for the protection of minors, probably has no role in drafting the guidelines and the training of bishops. That committee had previously know that the reporting of child abuse right is a moral obligation for clerics.

The Vatican refused to comment Wednesday.
