paris, france - French authorities struggle to combat widespread fraud with theory exams, available for 100 euros.

Fraud with Theory Exams in France

French authorities face challenges in preventing mass fraud with theory exams for driving licenses. Since 2016, theory exams can be taken at private test centers for a fee of 30 euros. The convenience of the new system has also led to an increase in illegal trade of driving licenses, with exams available online for varying prices. Fraudulent practices include third parties taking the test on behalf of candidates, examiners providing answers, and manipulating exam results. The consequences for fake candidates can include prison sentences, fines, and vehicle confiscation.

High Pass Rates and Crackdown on Fraud

Abnormally high pass rates and exams taken by out-of-town candidates raise red flags for fraud. In recent cases, exam centers have validated a large number of theory exams across France, leading to arrests and substantial seizures of money. The introduction of the new system has seen a surge in fraudulent activities, with the number of theory exams taken surpassing the number of registered candidates. The pass rates have declined over the years, indicating the severity of the issue. The Delegation for Road Safety acknowledges the rise in fraud and is committed to implementing measures to combat the phenomenon.

Call for National Exams

While efforts are being made to tackle fraud, unions advocate for a return to national exams to address the problem effectively. The costs associated with fraud outweigh the expenses of organizing national exams, according to union representatives. The persistence of the current system raises concerns despite the resources dedicated to fighting fraud.
