Elon Musk, along with Vivek Ramaswamy, outlined their plans to overhaul the US government in an op-ed for the Wall Street Journal. Together, they will lead a department aimed at making the American government more efficient by overseeing a panel of external advisors. Musk and Ramaswamy emphasized the need to significantly reduce the size of the workforce and eliminate many existing regulations, potentially saving up to $2 trillion.

Their strategy involves targeting the removal of numerous federal rules and regulations that lack legal foundations and can be easily repealed by the US Supreme Court as they were never approved by Congress. They argue that the current system, where unelected bureaucrats create numerous regulations each year, is undemocratic and costly for taxpayers.

A key aspect of their plan is leveraging the conservative majority on the Supreme Court to facilitate the approval of their proposed changes. The department will work closely with legal experts from government agencies to identify regulations for elimination. Additionally, they plan to conduct thorough evaluations of federal procurement processes and agency audits, suspending all payments temporarily to achieve significant savings, including targeting organizations like Planned Parenthood.

Based on these audits, they intend to reduce the federal workforce substantially, emphasizing the need for massive personnel cuts in the bureaucracy. They aim to assist affected employees in transitioning to the private sector through incentives for early retirement and voluntary separation packages. The department will determine the necessary staffing levels in cooperation with agencies. They also address the issue of remote work for federal employees, stating that a mandatory five-day office policy could result in a wave of resignations.

In response to criticism about adding another department to streamline the government, Musk and Ramaswamy clarify that they will serve as external volunteers rather than federal employees. They plan to assemble a small team comprising top technical and legal experts who will oversee regulatory reforms, administrative reductions, and cost savings. The department's mission is set to conclude on July 4, 2026, with the goal of delivering a federal government that aligns with the founding principles of the nation on its 250th anniversary. They express confidence in succeeding in their quest for substantial government reforms.
