Despite the Ukrainian government allocating $7.37 billion for priority areas like housing, education, health, and energy, there is a $9.96 billion funding gap for reconstruction and recovery. The report emphasizes the need for prioritizing investments in sectors like housing, transportation, energy, mining, and agriculture.

Sectoral Damage and Reconstruction

The report reveals that 13% of the total housing stock in Ukraine has been damaged or destroyed, impacting over 2.5 million households. The energy sector has experienced a 70% increase in damaged or destroyed assets, including electricity production, transmission, distribution infrastructure, and regional heating. The long-term reconstruction need is highest in the housing sector, followed by transportation, energy, mining, trade, industry, and agriculture. The cost of debris removal and management alone amounts to approximately $13 billion across all sectors.
