A recent report by the World Bank, EU, UN, and Ukrainian government estimates that Ukraine needs $524 billion for reconstruction and recovery by the end of 2024. The direct damage in Ukraine has reached $176 billion, affecting sectors such as housing, transportation, energy, trade, industry, and education.

Financial Needs and Priorities

The report highlights the importance of mobilizing the private sector for successful recovery. Despite the Ukrainian government allocating $7.37 billion for priority areas like housing, education, health, and energy, there is a $9.96 billion funding gap for reconstruction and recovery. The report emphasizes the need for prioritizing investments in sectors like housing, transportation, energy, mining, and agriculture.

Sectoral Damage and Reconstruction

The report reveals that 13% of the total housing stock in Ukraine has been damaged or destroyed, impacting over 2.5 million households. The energy sector has experienced a 70% increase in damaged or destroyed assets, including electricity production, transmission, distribution infrastructure, and regional heating. The long-term reconstruction need is highest in the housing sector, followed by transportation, energy, mining, trade, industry, and agriculture. The cost of debris removal and management alone amounts to approximately $13 billion across all sectors.

Importance of Investments for EU Accession

The report underlines that prioritizing recovery and reconstruction investments is crucial for Ukraine's accession to the EU and long-term resilience.
