According to the Wall Street Journal, Russia is reportedly aiming to not only maintain but also increase its economic and military presence in Syria. The article suggests that Russia's delivery of cash to Syria demonstrates the state of relations between the two parties. It is claimed that the Trump administration's uncertain policies towards Syria could provide an opportunity for Russia to enhance its presence in the region.

The Wall Street Journal article highlights that Russian President Vladimir Putin's administration is considered one of the 'strongest supporters' of the toppled Assad regime in the Syrian civil war. It is suggested that Russia is looking to expand its military bases along the Syrian coast.

The uncertainty of the US position on Syria is seen as an opening for Russia to maintain and increase its military and economic presence in the region. The report mentions a phone call between Syrian President Bashar al-Assad and Putin, where they discussed steps to improve bilateral relations. Russia's readiness to 'improve socio-economic conditions in Syria' post the call is seen as a positive sign for the relations.

Following this conversation, the delivery of 'cash' to Syria by Russia is claimed to indicate the state of relations between the two parties. David Schenker, former Deputy Assistant Secretary of State for Near Eastern Affairs during Trump's first term, stated that the lack of a clear plan for the new direction in Syria makes it difficult for the US to oppose Russia's return.

Anna Borshchevskaya from the Washington Institute for Near East Policy mentioned that Moscow has the advantage of being able to implement its decisions without needing consensus on negotiations with Syria.
