The refinery, owned by the Russian state natural gas company Rosneft, has an annual processing capacity of 8.9 million tons of oil. Ukrainian officials stated that the refinery produces aviation kerosene, fuel, and bitumen used in asphalt production.

Ukraine's targeting of Russian oil facilities is linked to the country's efforts to disrupt Russia's revenue sources. This recent attack marks the 17th Russian oil facility targeted by Ukraine since 2025.

US-Russia Talks in Riyadh

Amid the ongoing conflict between Russia and Ukraine, US and Russian delegations met in Riyadh. Discussions led to the decision to establish high-level teams to work towards ending the conflict in Ukraine in an acceptable manner for all parties involved.

Russian Foreign Minister Sergey Lavrov emphasized the importance of the talks and announced that discussions on Ukraine will commence promptly with the appointment of representatives.

US Secretary of State Marco Rubio stressed the need to involve the European Union in the negotiations and highlighted the goal of achieving a fair, lasting, and sustainable resolution to the Russia-Ukraine conflict.

Ukraine's Stance on Peace

During his visit to Ankara, Ukrainian President Volodymyr Zelensky expressed Ukraine's desire for security guarantees involving the US and Europe. Zelensky emphasized the urgency of ending the conflict with Russia and achieving a fair and lasting peace, stating that Ukraine does not want to become another Syria.
