Congo's M23 rebels, supported by Rwanda, refuse to participate in peace negotiations in Luanda, Angola, blaming EU sanctions. The group accuses certain international institutions of deliberately sabotaging peace efforts.

The EU imposed sanctions on M23 leaders, three Rwandan military commanders, and the head of the Rwandan mining agency for backing the rebellion. M23 has seized a significant area in the resource-rich eastern Congo bordering Rwanda.

The African Union appointed Angolan President Joao Lourenco to mediate the conflict. Despite M23's absence, the Kinshasa government expresses readiness for discussions.
