US Government Offers Reward for Information on Chinese Hackers

The US government announced a reward program offering up to two million dollars to informants providing details that lead to the arrest or conviction of Chinese hackers Yin KeCheng and Zhou Shuai. The hackers are associated with APT27, an advanced persistent threat group known by various names such as Threat Group 3390, Bronze Union, Emissary Panda, and Lucky Mouse. Yin and Zhou, who reside in China, have been accused of engaging in malicious cyber activities on behalf of the Chinese government. They have allegedly enriched themselves by acting as cyber mercenaries for numerous Chinese organizations.

Both individuals face multiple charges related to cybercrime activities. Yin is accused of cybercrime activities between 2013 and 2015, while Yin and Zhou are jointly charged with cyberattack allegations between 2018 and 2020. The reward program complements the sanctions imposed by the Office of Foreign Assets Control (OFAC) against Zhou and his company Shanghai Heiying Information Technology.
