Transport Minister Heidi Alexander seeks to update outdated laws by filling gaps in legislation. Currently, cyclists causing fatal accidents are held liable under a 1861 law aimed at regulating horse-drawn carriage riders.

New Proposals and Controversy

New proposals suggest treating reckless cyclists similarly to motor vehicle drivers, potentially facing life imprisonment for deadly accidents. Former Olympic champion Chris Boardman criticized the move, citing statistics that show minimal fatalities from reckless cycling compared to overall traffic accidents.

Official figures indicate 462 injuries caused by cyclists in 2022, with no reported deaths. However, concerns arise as accidents on non-public cycling paths, where most incidents occur, are not included in the data.

Legislative Process

The Conservative government pledged a similar law last year but failed to pass due to early elections. The amendments are now expected to pass with a significant majority in the House of Commons.
