brussels - 'It is far too early to speak of success.' That is what EU President Donald Tusk said after the summit in Brussels where government leaders negotiated after one night a political agreement on the approach to migration. This was the easiest part, compared with completing the agreements on the ground, according to the Pool.

For migrants arriving by sea, shelters are being built in the south of Europe. That goes on a voluntary basis, Tusk confirmed. This also applies to the next step: the inclusion by Member States of migrants who have been determined to remain in Europe.

The idea of reception centers outside the EU is still being worked out. German Chancellor Angela Merkel said that this is only possible if (African) countries agree and the UN is involved.

Tusk stressed that the summit sent a clear message to ships, including rescue organizations, to comply with the law and not to bother the Libyan Coast Guard.
