Jake Sullivan, the US National Security Advisor, revealed that the aim of this support is to enhance Ukraine's capabilities in countering the larger and more equipped Russian military. The aid includes not only publicly announced military equipment but also 'shadow support' that aims to revolutionize the war's outcome.
Sullivan emphasized the strategic significance of this 'shadow support' in altering the course of the conflict, especially in the utilization of UAVs. The US officials noted that significant investments were made to make Ukraine's UAVs more effective and lethal, resulting in a quarter of Russia's fleet in the Black Sea being neutralized and impeding Russia's advancements in eastern Ukraine.
The $1.5 billion support, notified by President Joe Biden to Ukrainian President Volodymyr Zelensky during the White House visit, encompasses various efforts such as endorsing Ukrainian UAV manufacturers, providing cash for spare parts procurement, and dispatching US intelligence officials to aid in establishing UAV programs.
CIA Director William J. Burns highlighted the agency's support for Ukraine's UAV program, stating that this assistance not only involves intelligence sharing but also the reinforcement of pivotal systems.
This decision to boost Ukraine's UAV industry was made following Ukraine's counterattacks on Russia in 2022 and 2023, providing invaluable lessons that are being integrated into the US defense industry.
