The law enables temporary suspension of bans on the activities of any organization, including those placed on the terror list by a court decision based on a statement from the Prosecutor General or deputy of the Russian Federation.

The rationale behind the law points out the possibility that after an organization is included in the list of terrorist organizations over time, there may arise a situation where they cease actions that incite, legitimize, or support terrorism, and therefore, the ban on their activities may be suspended. Such a provision is deemed necessary due to the absence of such regulations in existing laws.

There are speculations that the law prepared for removing the Taliban from the terror list in Russia could potentially allow for the removal of groups like Heyet Tahrir al-Sham (HTS) in Syria in the future.

The legislation had been approved in the Russian Parliament some time ago.

Relations between Russia and the Taliban: Taliban was included in the list of banned terror organizations in the country by a decision of the Russian Supreme Court in 2003. Russia's Special Representative for Afghanistan, Zamir Kabulov, had previously informed that the Ministry of Justice and the Ministry of Foreign Affairs had proposed to the Kremlin to remove the Taliban from the list of banned terrorist organizations in the country on May 27. The interim government of Afghanistan had welcomed Russia's attempt to remove the Taliban from the list of banned terrorist organizations in the country.

Russian Foreign Minister Sergey Lavrov had emphasized that the Taliban is the "real power" in Afghanistan. Russian President Vladimir Putin had also highlighted the need to base actions on facts regarding the Taliban, stating that there is a necessity to improve relations with the Taliban, who control Afghanistan.
