That is what the mayor of New York Bill de Blasio says after an initial investigation into the cause of the fire in the Bronx district.
The victims were four young children, four men and four women. Twelve people could be rescued from the burning building in time. Four wounded are still in hospital. It was the deadliest fire in the metropolis for a hundred years.
Six facilities in the building with 26 apartments were not in order according to the municipality. For example, a fire alarm did not work earlier this year. The Blasio acknowledged that there were 'concerns about the state of the building'.
