Chinese who think they have useful information, can call a hotline. They also can send a letter or enter the local security forces. Who fears of reprisals, can count on the protection of the security forces.
Foreign intelligence services according to state media have stepped up their 'political infiltration' of Chinese society. Not only foreigners are a threat. Chinese citizens were sometimes 'personal gain' market sensitive information to foreign spies.
