It wasn't "his proposal" at all. He said that he didn't want another calais, and said he would rather have a working shelter. The reporter, not the mayor, then asked "Like Guanatamo?" Upon which the mayor responded: "Yes, but with proper working care, facilities, etc" He then, in another interview, said he of course did not mean like a prison at all.
