According to the HTS (Bevrijdingsorganisatie voor de Levant), the fighting ended with an agreement between the rebel groups that was signed on Thursday. The agreement speaks of 'a Rescue Government' for the region, but according to observers, the al-Qaeda-related HTS actually rules Idlib.
