Helsinki is not the place of an American-Russian summit for the first time. In March 1997, Presidents Clinton and Yeltsin negotiated military and security issues. In early August 1975 the Helsinki Accords were signed in the presence of President Ford and the Soviet Russian leader Brezhnev, an agreement to exonerate the then Cold War.
