The program countries should lead to more taxes and other revenues. That is seen as essential for sustainable development, which is central to European policy.

The European Commission must include ensuring that payments are accompanied by reforms, said the court. The aid will now be 'undermined' by poor implementation and difficult conditions in the country, is the conclusion. The evaluation should be better.
