luxembourg - The foreign ministers of the European Union empathize with the victims of the attack in St. Petersburg. 'Our thoughts are with the Russian people,' EU foreign policy chief Federica Mogherini summed up the sentiment together in Luxembourg, where 28 ministers meet Monday.
