A Dutch citizen imprisoned in Laos reveals the dire situation in Phongtong prison, where inmates share overcrowded cells, sleep on the floor, and receive basic meals.

Overcrowded Prisons and Basic Facilities

Laos has intensified its crackdown on drug trafficking, leading to the arrest of alleged foreign smugglers at Wattay international airport, with authorities seizing over 134 kilograms of narcotics last month.

Foreign prisoners, typically held in Vientiane's Phongtong prison, endure shared toilets, poor hygiene, and inadequate living conditions. Inmates rely on family and friends for additional food and vitamins to maintain basic health.

Inhumane Treatment and Limited Medical Care

According to a 2021 US State Department report, conditions in Laotian prisons vary widely, with some detainees facing harsh conditions, minimal food supply, overcrowding, and insufficient medical care.

While the law prohibits physical abuse, prisoners in Laos are sometimes mistreated by police and security forces, including solitary confinement in dark rooms and prolonged shackling.

Lack of Oversight and Fear of Retaliation

The Laotian Ministry of Public Security oversees prison conditions, but independent scrutiny is prohibited. Fear of worsening their situation deters inmates from filing complaints or requesting investigations into alleged abuses.

Laos lacks independent monitoring of prison conditions, leaving inmates vulnerable to abuses and neglect.
