amsterdam - The UNRWA, a long-time source of tension for Israel, faces increased scrutiny over alleged ties to Hamas after a Hamas leader on its payroll was killed in Lebanon.

For decades, the UNRWA has been a thorn in Israel's side, claiming that the organization for Palestinian refugees is too closely linked with Hamas. The recent killing of Hamas leader Fateh Sherif in Lebanon has fueled these claims further as it was revealed that Sherif was on the UNRWA's payroll. Sherif, who worked as a teacher and school principal for the organization, was suspended in March without pay following allegations of political activities. Rumors of his Hamas membership circulated, although his exact role within the group remains unclear. Following his suspension, protests were held in Beirut in support of Sherif.

Earlier this year, Israel alleged that UNRWA employees were directly involved in an attack on Israel by Hamas on October 7, 2023. A subsequent internal UN investigation supported some of these accusations. In response to Israel's reports, UN Secretary-General Antonio Guterres initiated an investigation by the Office of Internal Oversight Services (OIOS). Israel later added seven more names to the list of 'compromised' UNRWA employees, bringing the total to nineteen. By August, the OIOS investigation concluded, leading to the dismissal of nine individuals due to evidence of potential involvement. Details on their specific roles in the October massacre were not disclosed.

As a result of these allegations, several countries temporarily halted funding to the UNRWA, including the United States, the organization's largest donor. UNRWA chief Lazzarini warned of budget deficits and uncertain prospects for 2025 due to impending donor cutbacks.

The entanglement of some UNRWA employees with Hamas is not entirely surprising, given Hamas's influence in Gaza. The organization has faced criticism in the past, including accusations of corruption and controversial educational materials that glorify terrorists. Israel views the UNRWA as a major obstacle to resolving the conflict with the Palestinians, considering the organization's role in perpetuating Palestinian refugee status and nationalist sentiments.

Despite criticism, the UNRWA continues to provide education and healthcare to Palestinians across various regions. The organization's unique focus on Palestinian refugees has drawn scrutiny, especially in light of its alleged connections to Hamas. For Israel, addressing the UNRWA's perceived bias is crucial in resolving the longstanding Israeli-Palestinian conflict.
